It's no coincidence that FURA was formed during the American Great Recession of 2008. FURA is focused on acquiring seed funding and working with property owners to assist with blight remediation of ailing and non-productive commercial assets in the community. In addition, FURA works in tandem with the City of Fountain towards cultivating placemaking improvements and quality sense of place elements within URAs.

Meet our Board of Commissioners:

Paul Aragon, Chair                    

Paul Aragon has been the Pastor of Restoration Church in southern Colorado Springs since 2010, which serves the greater Fountain Valley community. He is a native of Pueblo, Colorado, a prior resident of Colorado Springs, and ordained a ministry in Ft. Collins, Colorado.

​During his nine year ministry tenure in Ft. Collins, Pastor Aragon was heavily involved with the Urban Renewal Authority in establishing a successful mixed-use project; which consisted of a visual arts and entertainment hall with an associated coffee house setting in the city’s historic downtown.

Bill McMaster, Vice Chair

Bill McMaster practiced corporate law for 15 years, specializing in general corporate, environmental, and commercial real estate development, financing, zoning, sales, leasing, and management law.  He “retired” from the active practice of law in Indiana and moved to Colorado in 2007 to pursue teaching and coaching opportunities, while indulging his outdoor interests of hiking, biking, and camping. In 2008, Bill married and moved to the City of Fountain, where he teaches mathematics at Mesa Ridge High School.

His credential distinctions include B.A., J.D., B.S., MBA, and M.Ed. degrees from Wabash College, Valparaiso, and IUPUI (respectively). Term 2022-2027

Tamera Estes                  
​
Tamara Estes was born in Colorado Springs and grew up in Fountain.  Her family heritage traces back to the 1870’s in Colorado and she graduated from Fountain – Fort Carson High School. Tamera has developed a deep interest in historic preservation, serving as the president of the Southern Chapter of Territorial Daughters of Colorado for nine years, the Historic Preservation Alliance of Colorado Springs, and currently serves as president the Pikes Peak History Coalition (group of 24 museums and historical societies.) Her professional career includes laboratory medicine, for the Transfusion Medicine Reference Laboratory at Mayo Clinic, as well as, a quality regulatory specialist for the Division of Transfusion Medicine. Currently, she serves as City of Fountain’s Mayor Pro Tem and Council’s appointee to the Fountain Urban Renewal Authority. Additional credentials include: Fountain Valley Historical Society, Fountain Creek Watershed District Board, Fountain Valley Senior Center Board, El Paso County Community Development Advisory Board, and Citizen’s Advisory Panel for the latest PFAS Study in the Fountain Valley, and the El Paso County 4-H Foundation Board. Term 2023-2028 

Leslie Louzon-Keller

Leslie Louzon-Keller is a former 21-year owner of two McDonald's franchisee properties located in Fountain, as well as, a Fountain resident for the past 10-years. She is passionate to serve the community of residence and brings a depth of perspective on behalf of business development with the efforts of revitalization within the city's US85 URA . Leslie earned an Associates degree in Business Management from Hamburger University of McDonald's Corporation .  Prior servitude includes: Ronald McDonald Children's Charities, School Districts' fundraising, and Homefront Cares with Fort Carson military families. Term 2020-2025

Nicole Reinhardt                    
​
Nicole along with her family has called Fountain Valley their home for 22 years. Nicole grew up in the San Luis Valley on the family farm and graduated from Adams State College; graduated nursing school and served as a RN for 20+ years. As CEO of a for profit hospital in Aurora, Nicole was an advocate for streamlining healthcare delivery. In 2014 Nicole decided to hang up her nursing career and transition into business ownership. Nicole went to real estate school and started a property management company in the Fountain Valley, along with her husband Robert Bartlett.  Nicole has years of community service and working with small businesses as a member of the City of Fountain Economic Development Committee and Greater Fountain Valley Chamber of Commerce  Term 2023-2028

Logan Broz

​
Logan Broz has been a Fountain, Colorado resident since 2015. He is a branch manager and assistant vice president for US Bank, specializing in consumer, small business, and real estate financing. Logan is very active in the local community actively promoting local businesses and entrepreneurs through networking, cross-pollinating referrals, and hosts several social media groups to connect local businesses with their target audience. In addition to his professional achievements, Logan also serves on the board for the Rising Professionals of Colorado Springs, as well as, volunteers in various organizations and community events through US Bank’s Development Network. Inspired by his family, Logan chose to serve his community as a FURA board member to make a difference and lasting contribution to the growth of the City of Fountain and the greater Metro region. Term 2022-2027 

Dixie Snyder
​
Dixie Snyder has 11 years of experience in Commercial Property Management and 7 years of experience in Multifamily. Following her multifamily career, she moved into Commercial Management were she successfully managed a portfolio of over 500,000 square feet of medical, office, retail, and industrial properties. She has extensive experience as a Construction Manager Owner Representative with specialties in Project Management from Tenant Improvements to Mechanical upgrades, i.e., Major/Minor replacements, upgrades, retrofits, and Controls/Front end controls. In addition to her Real Estate career, she served in the U.S. Marine Corps from 1997-2002, she was a 3112 (Traffic Management Specialist). Dixie was meritoriously promoted to Corporal and Sargent while serving and finished her military career in Camp Pendleton, CA. Dixie is originally from Savannah, GA. and is a huge University of Georgia football fan.  She moved to Colorado in 2010 with her 10-year-old son Noah. Her certifications include CPM®, ACoM, IREM, and a CO Licensed Real Estate Broker. Term 2022-2027

FURA Executive Director

Kimberly A. Bailey

Ms. Bailey has a career which spans a 30-year tenure in generating results through marketing, business development, and directional services. Over the past fifteen years, she has honed her in-depth marketing expertise knowledge within the government sector, serving in the capacity of economic development. She currently serves as the Economic Development Director for the City of Fountain, CO, and is the Executive Director for the Fountain Urban Renewal Authority (FURA). Through her distinctive blend of career highlights, she offers a hybrid specialty in cultivating business development strategies and marketing awareness missions to achieve targeted goals of success.
